HOW TO GET CLEAR BELL: First, go complete everything until you defeat Team
Rocket in the Radio Tower. Second, defeat the last Rocket at the very top
floor. Then the Director will come up and reward you with Clear Bell.
HOW TO FIGHT SUICUNE: First, Go to the Tin Tower house, there 3 Monks will
challenge you. The first Monk will fight you with Flareon and Noctowl. The
second Monk will fight you with Vaporeon and Noctowl. The third Monk will
fight you with Jolteon and Noctowl. Second, go inside the Tin Tower, there
you will meet the Three Legendary Dogs. Entei and Raikou will jump out of
theTin Tower, but Suicune will jump in front of you where you can fight him.
