There are 4 caves(southeast,southwest,northeast,northwest).Go to the cave in the northeast.Go in it and complete the maze and sooner or later you'll come to a waterfall. Go down the waterfall and go in the passageway to the right of your character.Then go up to find Lugia. Note:you must have the silver wing and surfHM

To pass the man in the house before Victory Road who blocks Mt. Silver
(in Kanto) you have to beat the Pok'emon Leage and he's still there your Pok'emon
are probably not strong enough because Ash is back there and has
Venasaur,Blastoise,andCharizard in their 70's and Pikachu level 80 and
others so you have to get them on those levels.

1. Put the item you want to duplicate in the sixth spot in your item holder

2.Fly to Viridian and talk to the old man and say "yes" to his question

3.Fly right to Cinnibar and surf in the water on that line at the right of Cinnabar

4.Go up and down without going off it

5. You will find wartortles and other pokemon level 175

6.Once you run into a virus runaway and go to bills pc

7.Withdraw your item that you put in the sixth spot and you will have 200 of it

1:Go to any p.c. in the game
2:Deposite the pokemon you want to duplicate into an empty box.
3:Change to another empty box, and when it says(SAVING DONT TURN OFF THE POWER TURN THE POWER.)turn the game off.Turn your game back on and u should have 1 in your party and the other in your box.ENJOY!

If you beat the pokemon leage and the guys in that house before Victory
Road are still there because in Mt.Silver Ash is there and he has
charizard,blastoise,andvenasaur on level 70 something and pikachu on
level 80. so if they're still there your pokemon need to be up to those
levels.
