At other places i've seen, they give this as an easy arena win, and while i haven't tested it out, i've won a battle or two in similar situations
Anyway, choose the run-down city as your arena. as soon as you can move, instead of heading into battle or picking off your foe with whatever long range weapons you have, walk backward (and i mean walk) until you fall off, and stay as close to the building as you can.
